Consider adding message to ensure device is powered off before clicking Start Testrun #1088

What is the problem your feature is trying to solve?
Users unfamiliar with Testrun/who haven't read the docs/simply forget, may not realise the requirement for the device to be powered down before starting a test.

Describe the solution you think would solve the problem
Consider adding a reminder and/or checkbox to the Start New Testrun modal dialog to remind or confirm that the user has the device powered down, before 'Start Testrun' can be clicked.

A neat enhancement to this would be for Testrun to dynamically check whether the Device Port is down/up before the test actually begins, which would go some way in 'proving' whether a device is powered off/on already.

In v2.2 we will be adding a more clear modal that tells users that the device must be powered off first. I do agree that having a wait to check the device is powered off before testing would be the most effective but we would then be adding time onto testing for each device. Users may also not connect devices to the ethernet port whilst still turned on.

Just adding a note against this to reference/be mindful of device behaviour in #1132.
