Add the ability to create and edit dynamic resources in the web UI

Hi,

I'm building Teleport from source and running the Web UI and trying to config the Windows Desktop.
I followed the steps in Dynamic Windows Desktop Registration and granted the user permissions to add, modify, delete, and list Windows desktops, but when I log in to the Web UI with that user, I only see the list of Windows desktops and do not see the add, modify, or delete actions.

Hi, I've put this as a feature request for now. A user can manage dynamic with tctl so this is expected and the same exp for other dynamic resources.

Removed desktop-access tab since this is a larger feature request and applies to all dynamic resources (apps, databases, etc)
