What is the enhancement to be made?

Add a contributions file that explains contribution guidelines

Why should we make this change? (Business justification? What problem is the feature trying to solve?)

We should document and lay out rules that must be followed in order to include PRs into the mainline repos

Any other comments?

A few items to make sure we include:

• Cannot rely on external non-free resources unless an API key system is included in deployment
• Automations may not ship data to external systems
• Automations may not interact with admin APIs or attempt to modify permissions by default
• Any included images and/or screenshots must have an appropriate license and have attribution
