Without gsa-en.json file webserver takes nearly 4 seconds to load upon login #4185

Expected behavior

Actual behavior

Either provide a default gsa-en.json or use the one provided to improve system performance and not rely on Browser Language.

Steps to reproduce

  1. Install Kali
  2. Install GVM (latest) via https://greenbone.github.io/docs/latest/22.4/kali/index.html
  3. Load the localhost web page, F12 to view web console, see errors and delays since this file isn't found but is searched for.
