Allow for mixed case variant aliases #323

As part of this (names and aliases both):

  • go back and downcase the "rs" in all rsIDs
  • "del" should be downcased in names and aliases (match specifically del only, not "deletion" etc)
  • "ins"
  • "fs"
  • "c." or "p."
  • "dup"

@kkrysiak support for it exists, but the backfill of existing aliases isn't complete. Should be pretty straightforward
