As a developer/manager,
When I go to preferences page,
Then I am able to select the order in which I want my projects to display
Then I can favorite projects with a star that I can edit later
Then I can set a limit to number of summary squares I see for each project

May need to think of apis in fern-reporter and corresponding issues
