MockBackend

Create a MockBackend which implements the same interface as the real CassandraBackend. This allows us to test the front-end without needing a working backend right away. We can also later use this to set up unit tests for the front-end.

Who: John, Brando, Pranav (would eventually like to get on this too)

I worked on this previously but I think I pretty much used it in doing the front page stats and regressions. I could add more to it if we need to, or someone needs a working front-end interface to any of the issues.
