Sequential Execution of Transactions in group should only execute if all are signed #1504

If the user sets the group to execute the transactions sequentially, then the order matters as well as ensuring that transactions actually get submitted. This means that the transactions should all be signed before any are submitted.

Sequential Execution is therefore atomic, but atomic isn't necessarily sequential.
