azurerm_log_analytics_workspace_table retention and total retention is not longer fixed to 8 days

Debug Output/Panic Output

Error: cannot set retention_in_days because the retention is fixed at eight days on Basic plan

Expected Behaviour

Allow retention_in_days and total_retention_in_days to be set the same as when plan type is Analytics"

Actual Behaviour

Error saying it is fixed to 8 days. This has now changed

Steps to Reproduce

Set azurerm_log_analytics_workspace_table plan to basic and try set a retention_in_days or total_retention_in_days
