Server slow down

Rich mentioned this in the Odyssey meeting that the sever sometimes feels slow to respond recently. I have noticed as well but wasn't sure what it might be as not much has changed recently. One thing I can think of is the translation end points not going through the manager and actually run on the same thread as the manager.

Created this PR which may help with the responsiveness of the server.

I recently rewrote the tests and I’m getting response times of a few ms when the queue is empty. The issue is kinda vague but I thin’ we can say the server API itself isn’t slow, so I’m going to close.
