mayavi is not installing correctly on some of the runners for github actions

For some reason, mayavi is having issues installing on some of the runners:

These workflows were run for PR #404, but the issue here seems unrelated to the PR itself. To double check this, I reran all the github actions on the master branch and mayavi fails installation again:

This is odd, because last week this error did not appear during the workflow. But now it is, despite no changes to the tests.yml file.
