Maybe it sounds a little dumb but where is the template directory in macOS Catalina?

Hi Victor,

I had the same question.
The user.xml file has been moved.
It now lives in ~/Library/Application Support/JetBrains/PyCharm2020.1/templates.

The README.md file and the 10 year-old blog needed updating.
