chardet is no longer maintained but rchardet

chardet is a no longer maintained gem and has a few bugs in it.  rchardet
has bug fixes not found in chardet including ones from the most recent
python chardet release (one of which was found during development of
rchardet). rchardet is currently being developed on github[1] and released
on rubyforge[2].
