reindex_elastic is not using the tenant database

Reindex elastic uses an overridden default tenant with DB name and Index name set manually as ENV variables when calling the script. This makes configuring the index on a per-tenant basis very complex.

We need to think of a way to actually include the common tenant DB in the process.
