Collect WRF output as input for Parflow #9

There is a software stack to coordinate WRF-Hydro runs, but not for Parflow
They are working on this, but it needs to be automated

Need to find the scripts that Miguel created @LejoFlores will help with this

Will need to convert the WRF output files (in netCDF format) into .pfb files. Does not appear to be part of the repo listed above.

Thank you @lecondon! I looked in the manual and did find the netCDF information, but it's a bit confusing because in one part (6.2) it says "As of now only output capability is implemented. Input
functionality will be added in later version."

Later (6.2.8), the manual goes on to explain using the netCDF files for forcing input. One thing the manual mentions is that for forcing data, "All the required forcing variables must be present in one single NetCDF file spanning entire length of simulation."

I'm guessing the manual is just a tad out of sync with the current state of development, I will investigate using the netCDF option for forcing data.

variable mapping collected from wrf v3.9 user guide pages 5-124 thru 5-129 and cross referenced with Parflow manual pages 124 thru 125.
