Token activation transaction should be persisted earlier

As identified in https://github.com/hyperledger/firefly/pull/1406/files#r1339339849, for the non-submitting members in a multiparty network who receive a token pool definition, they will insert the pool and the activation operation before inserting the transaction. This is out of order for how things normally progress, as the transaction should be inserted before any operations that reference it.
