Responsive plugin v0.4 items

• Inspect mode switch on/off
• Can save automatically as new file '/media-queries.css' if that value is set in the JS plugin file
• White text on responsive bars could do with a black shadow to make sound out against lighter backgrounds
• Focus box transitions - would be nice to have top & left as 0.1s as-is but width and height also with 0.1s and a transition delay of 0.2s so there is a staggered animation effect
• Add 0.3s transition to * so all items animate on CSS change and remove again (so we don't keep the effect on window resize etc). Temp store and replace any transition that was there previously so we don't lose a user setting
