We should add a way for users to opt-in to having warnings issued for Slice definitions that are either
completely missing a doc comment (MissingDocComment), or have incomplete doc comments (IncompleteDocComment).

Before implementing this, we'll need to add a way for users to opt-in to some warnings being emitted.
