Considerable work was done to implement a Blackbox Dispatcher within HERON, but several issues arose which could not be addressed in time. Some notes regarding why it could not be implemented as well as suggestions for future fixes can be found here (a big thank you to @dhill2522 and Parker Stott):

Additionally, a code diagram was also created to help development in the future (in the zipped folder is a
.drawiofile which can be opened at https://draw.io):HERON_Pyomo_Dispatch__Blackbox.zip
Given the issues described in the attached notes, we are closing draft PR #288 but the associated branches will remain available until development can resume in the future.
