Add Small Crush and Big Crush Tests

Add the small crush and big crush tests for the uniform rng. Maybe only add the small crush to the regular build, and optionally employ the big crush test.

I have installed the testu01 library and made some sample codes work. Big crush takes too long to do regularly, I might have to leave it out of the standard tests.

Small crush has been added for the host code. I should probably try and get it running for the device code as well. This will require either generating a large file of random numbers or making some silly wrapper that uses the device to generate a single random number which then gets copied back to the host.
