Offline - Tile Packages

Provide users with the capability to download tiles from various packages. A tile package is a collection of tile files with a title and an expiration date.

Users should have the ability to manage their downloaded packages (delete) and download new ones (add). The downloaded tiles should be accessible while offline and loaded automatically when using the corresponding tile layer.
