@inmysocks - you've likely already thought of this, considering your idea with topic twCards, but for anyone else popping by here's an idea how such a "topic TW" can be set up. There are also some "tactical questions".
Assumption - There are people who want to contribute to the topic. This does not necessarily mean they wish to actively write directly for someone elses wiki, but the wiki content is based on fetching topic tiddlers from others wikis.
Set up - The owner sets up the public "topic TW", perhaps on tiddlyspot, so it imports from various sources. The wiki must be continually be updated.
Someone interested in the topic now has three options:
He can visit the topic wiki. There, he - the visitor - can also himself run the import so to get the latest additions that the owner might not have added yet. This would import the tiddlers but only temporarily as the visitor cannot save them there.
Or he could import, into his own wiki, the twCard of the topic wiki and there after harvest copies of tiddlers in the topic wiki.
Or he could import, into his own wiki, all the source twCards from where the wiki fetches tiddlers. He would then harvest the sources which would ensure he has the latest additions.
That's pretty much it.

Which method is best from a TW project / TWederation point?
I think it is positive that non-tiddlywikians can visit a topic tw, so it is good with such "hubs". They would also serve as a go-to starting point for someone wanting to TWederate / join the topic. It might also feature a list of sources (people/wikis) that write on the topic (basically this could be the twCards list).
...but, as noted, the current importing is a manual process and we will for sure get big problems as wikis are abandoned. Even if a visitor can run the update, the overload of tiddlers will increase over time and slow down things. And the visitor will also miss out on new topic contributors whose cards have not been added to the topic wiki.
