Test the decorator-based API for registering commands from site-plugins

The decorator-based API is implemented in a way that makes it difficult to test as it changes globals in the incontext module, meaning that site-based plugins have a permanent effect on other tests. This is probably a brittle mechanism and should be re-evaluated as part of ensuring we have good test coverage.
