These have been temporarily disabled so as to not prevent the merging of other fixes. They speak to an issue with Docker container ImageMagick configuration and need to be fixed and re-enabled quickly.

This issue seems to be related to strukturag/heif-gimp-plugin#12.

This change introduces a non-required ARM build (on an M1 Mac mini running Monterey) and makes the HEIF resize test as an expected failure (see inseven/incontext#139).

This is being done as part of the switch to an Alpine Docker container to support ARM architecture hosts.
