Have you considered to use XML Schema to describe module.xml?
The formal schema based description would support the current example based description in:
https://github.com/intersystems/ipm/wiki/03.-IPM-Manifest-(Module.xml)
(that have a few things to be improved like the valid Invoke tag attribute values).
