Check e2e resources cleanup

What steps did you take and what happened:

After running e2e locally, the tests failed.
The created datacenter and ipblock were not cleaned up.

What did you expect to happen:

All resources got cleaned up.

• Run tests while intended to fail
• double check the suite test and the resources created are being cleaned up
