Micro freezes of loading applications. Aka some delay before applications will start

What affects the bug ?

After stop or complete removing windows defender, randomly appears delay before loading applications

When does this occur?

Most visible problem on very tiny applications, like 7zip, total commander some text editors like notepad, it should be opened for about 100ms, but when this delay appears it started in 10-20 seconds

In which version of Windows does this issue happen ? Write version complete.

any range of version between windows 11 23h2 and windows 11 24h2

How do we replicate the issue?

No ideas how to make this problem repeatable
But starting windows defender back online fix this issue

Expected behavior (if you have any solution write here.)

Windows defender stopped and do not scan applications and no app starting dalays
