Create GH Action to generate new IOOS by the Numbers statistics

What should we add?

I just received a request to generate new IOOS by the Numbers statistics for 2024. Essentially, I run https://github.com/ioos/ioos_metrics/blob/main/notebooks/run_metrics.ipynb locally and share those numbers.

What I would like to have is a button to press in the GitHub Actions to run the new numbers and submit a PR back here. I don't think it would be too difficult.
