Create a Web Profile TCK Runner for CCR #1754

We need a runner for the Web Profile TCK in order to create a separate CCR for ratifying the release.

Started with creating a job on the CI that aggregates all the web profile jobs:

Still to do is which TCKs need to be replaced (e.g. expression language replaced by the in-container variant) and which TCKs need additional tests (e.g. the extra platform tests for Pages).
