Upstream checks should NOT be limited to BZ issue

Given this [implementation|https://github.com/jboss-set/bug-clerk/commit/6e2c08d914df91f5397210ac5f2136e0ec464e6f#diff-ff38bf39553ed4dd778c919da525b44dR48], we must check that missing upstream issue is either covered by an other rule and should be implemented.

Sidenote: with EAP CD this checks might however becoming quickly obsolete. It should be therefore bound to 7.1.x.
