[infra / InfraConfig] Should fail when Docker Credential cannot be loaded due to unknown Controller URL #904

Reproduction steps

Ref.

It is green despite failing: we have to fix the associated pipeline library (Docker credentials not used because aws.ci.jenkins.io is not recognized when docker logging-in). Error message is Cannot use Docker credentials outside of jenkins infra environments

And

Expected Results

Should fail on aws.ci.jenkins.io (until it is recognized as a valid controller)

Actual Results

Does not fail despite an error message echoed on the pipeline
