[updatecli] Track the Random in versions.tf

In file versions.tf there random which is assign with ## TODO: track with updatecli and there is no manifest for tracking it .

Implementation

• I add new file called hashicorp-random.yaml to update it in updatecli/updatecli.d/

motivation todo

• as in issue [updatecli] Track the Karpenter Linux Node AMIs versions #144 sir says I can do this , therefore i give try to it .
