I'm a newbie hence might miss something but anyway:
INSTALL contains outdated instructions. Should refer to:
aclocal
autoconf
automake --add-missing
Still I am getting following errors:
configure.ac:20: installing 'config/compile'
configure.ac:29: installing 'config/config.guess'
configure.ac:29: installing 'config/config.sub'
configure.ac:16: installing 'config/install-sh'
configure.ac:29: error: required file 'config/ltmain.sh' not found
configure.ac:16: installing 'config/missing'
configure.ac:18: error: required file 'config.h.in' not found
Makefile.am: installing 'config/depcomp'

This order of commands worked for me:
[root pam_script]# libtoolize
libtoolize: putting auxiliary files in AC_CONFIG_AUX_DIR, 'config'.
libtoolize: linking file 'config/ltmain.sh'
libtoolize: putting macros in AC_CONFIG_MACRO_DIRS, 'config'.
libtoolize: linking file 'config/libtool.m4'
libtoolize: linking file 'config/ltoptions.m4'
libtoolize: linking file 'config/ltsugar.m4'
libtoolize: linking file 'config/ltversion.m4'
libtoolize: linking file 'config/lt~obsolete.m4'
[root pam_script]# aclocal
[root pam_script]# autoheader
[root pam_script]# autoconf
[root pam_script]# automake --add-missing
configure.ac:20: installing 'config/compile'
configure.ac:29: installing 'config/config.guess'
configure.ac:29: installing 'config/config.sub'
configure.ac:16: installing 'config/install-sh'
configure.ac:16: installing 'config/missing'
Makefile.am: installing 'config/depcomp'

Followed by a normal:
./configure
make
make install

I don't know if that's right, but it worked and it compiled/installed what I needed (pam_script.so)
