outline state is not saved between sessions

Describe the bug
Outline window state and position are not saved between sessions

To Reproduce
Steps to reproduce the behavior:

1. open draw.io
2. open outline
3. resize it and move to desired position
4. close draw.io
5. open draw.io - no outline
6. open outline manually - it is opened at default position

Expected behavior
At step 5 outline should've been opened automatically and at position and size set at step 3

draw.io version (In the Help->About menu of the draw.io editor):

• draw.io version 24.4.13

• OS: Windows 10

Additional context
Opening the outline is not a big deal but moving and resizing it is time-consuming and annoying, and it has to be done every time it is opened because its default position -----, covering the important part of the format pane.
