An instructor using premade content doesn't necessarily need to clone the Workspace - they can just direct students to the public Workspace.
But there could be a couple of advantages to cloning it, even though it's public:
Allows them to share the Workspace with the Student Group, so that it shows up for students under "My Workspaces" - easier to make sure everybody's using the right Workspace
Stability - on the off chance the premade Workspace was under revision, cloning it would ensure the class was using a stable snapshot of it
