When I try to make pod install

You can specify the pod github reference repository and branch:
pod 'VMLocationManager', :git => 'https://github.com/varshylmobile/LocationManager', :branch => 'master'

pod spec lint and pod trunk push

You should type Podfile with "Pod 'LocationManager'", NOT "pod 'VMLocationManager'"
