As a user I want to lock my homescreen setup so I don't change it accidentally

Describe the solution you'd like
I want to be able to lock the homescreen setup.
As long as the lock is active, I should not be able to change anything on the screen.
So, I shouldn't be able to move apps or add or remove them.

Please use this format:
Given:
I am on the Homescreen
and
the setup is locked.

When:
I try to move, add or remove an app

Then:
nothing should happen
