debian packaging config file issue - files not set as config files from just --config-files, must also be listed in contents #2071

If you build a deb package with the --config-files path/to/file option but do not have path/to/file listed in the list of files being packaged too, the file is still included in the package, but it doesn't get marked as a config file.

I've patched the issue with the attached patch.
fix-deb-package-config-file-marking.PATCH
