In some cases it's not possible to click on a region that is inside another one as the outer, larger layer seems to be above the smaller one. (See WorldGuard layer on this map)
Not sure what the best solution here would be but simply using WorldGuard's region priority directly for the layer z-index could potentially help with most cases of that? (As regions inside a larger one would need a higher priority anyways to apply their values over the outer region)
