I have not been able to reproduce this on Cytoscape 3.1.0, 3.2.1, or 3.3.0.

I can Import → Network → File for JGF, XGMML, and SIF without issue.

Can you share some steps to reproduce? Include a short, self contained, correct, example if possible.

on Cytoscape 3.7.2 there are also 'failed to start' messages and this breaks the import network from file feature for .json files
