Update ScaledPSDCone

Here are the PSD solvers that were updated to use ScaledPositiveSemidefiniteConeTriangle and should be updated to Scaled{PositiveSemidefiniteConeTriangle}

• Clarabel Update to the new scaled set oxfordcontrol/Clarabel.jl#141
• SCS Update to the new MOI scaled set SCS.jl#283
• MosekTools Update to the new Scaled set MosekTools.jl#133

Here are those that are still using PositiveSemidefiniteConeTriangle but could be updated to use Scaled{PositiveSemidefiniteConeTriangle}

• COSMO Replace PSDTriangle with scaled version oxfordcontrol/COSMO.jl#181

Is there anything to do here? Hypatia didn't support ScaledPositiveSemidefiniteConeTriangle anyway.
