YSF VW Mode Not Detected When Modem Scanning

I have tested the issue described below on two hotspots:
Hotspot 1: MMDVM HS Dual Hat (duplex) modem running firmware v1.4.17
Hotspot 2: Zumspot (simplex) modem running firmware v1.4.14

For either of the above hotspots:

1. Set the hotspot to scan for D-STAR and YSF.
2. From a Yaesu radio, transmit -- short or long -- in VW mode.
3. Modem does not recognize the transmission; i.e., it does not stop scanning.
4. Switch the radio to DN mode and transmit.
5. Modem recognizes the transmission and indicates YSF mode.
6. While the modem is still in YSF mode, switch the radio back to VW mode and transmit.
7. Modem recognizes the transmission.

Is there a problem with firmware version 1.4.x?
Is there a work-around or fix?

I am reopening this issue. After some testing, it seemed that a stronger signal from the Yaesu radio would help the modem detect C4FM VW mode. That turned out to not always fix the problem. Also, I tested other modems (running v1.4.x) on other hotspots and they experience the same issue.
