This should include versions 1.29, 1.30, 1.31, and 1.32

Testing Considerations

Install and run sonobuoy conformance tests on a hardened cluster
Install and run basic validations on amd64
Install and run basic validations on arm64
Validate SUC upgrade
Validate manual upgrade on arm64
Install Rancher Manager
Validate snapshot restore via cluster-reset-restore-path
Validate Cluster with External DB on amd64
