Summon Wither Bug

Basic questions:

• I am actually using ketting, and not any other software (e.g. magma)
• I am using the latest Ketting version at the time of writing for the Minecraft version, that I am using
• I have provided full server logs and not a crash-report
• I have checked all items without reading.
• I have provided proper reproduction steps

Description of behavior

No problem logs or Crash found.

Reproduction Steps

It is definitely reproducible, but only on accounts where it is affected. My gaming colleague was able to summon the Wither without any problems.

1. Affected individuals may only be able to summon 1 Wither with 4 Soul Sand and 3 Wither Skulls.

2. However, on the second attempt it no longer works, and restarting the server doesn't help, and even deleting the player's data doesn't help. The bug has lodged itself somewhere else.

3. The test on single player and a normal Forge server was completed, there I can summon the Wither at will as long as I have the resources to do so.

Fazit:
Based on the findings, it is a Ketting problem and should hopefully be fixed soon.

I tested it in a pure Forge server, both in creative and in survival mode, even with mods in a new world. The Wither could always be summoned there. If there were no blocks underneath and yes, the 😄 blades of grass 😄 must not be in the way there either. I never tested it like that before, I came across it by chance. Well, long story short...
In normal Forge it works great with and without mods.

Next test in a Ketting server because I want to test something else:
I'm testing without mods and plugins in a new world, the Wither could be summoned in survival mode.

The installed plugins don't cause any problems, everything works well here.

Conclusion:
Everything seems to be working on new worlds without any problems so far.
It doesn't matter whether it's with a Ketting server or a forge server. Well, or it's another problem that's difficult to reproduce.
Anyway, we've been playing in my main world for a while.
For some unknown reason, I can no longer summon withers in survival mode. However, it's always worked in creative mode.

Next Info:
I've already explained that there is another player. But I'd be happy to explain it again in more detail.
At first.
I was able to summon 1 Wither in survival mode.
Another player was able to do it several times in a row.
Then nobody summoned anything anymore.
I wanted to summon the Wither again, but it didn't work.
Then the other player said I'd try and see if I could.
All of a sudden it stopped working for both of us.
After all the tests in a new world, I realized that it always worked, whether it was creative or survival mode.
In the main world it only worked for us in creative mode.
It can't be a problem with permissions, because there were none in mods and the plugins were also turned off to be on the safe side. It still only worked in creative mode.

If I summon the Wither in my main world in creative mode and then use the command to or with sword kill it again, I can suddenly summon it again in survival mode. Could it be that it is just a Ketting problem?

I also can't reproduce the issue on survival.
