利用できるユーザーを制限するために下記の機能がを実装する必要がある。

利用可能ユーザーのリストを用意する。また、そのリストにユーザーを追加するハンドラを追加。
ユーザー登録時にメールアドレスなどで利用可能なユーザーをバリデートする。
（ログインしていない場合、ログインページに飛ばす処理を全てのページに付与する。）
