Automatic links to paragraphs

All jekyll and python based text pages with text should provide links to individual h1/h2/h3.

This is important to have a link to paragraph.

Ideal visual behaviour similar to:
https://www.terraform.io/intro/index.html#what-is-terraform-
or
https://github.com/klokantech/tileserver-php#installation

This should be a standard part of our websites with text...

Especially important on MapTiler HOWTO (where the links are now - but no visual interaction - and no way how to form the links without getting "inspect" on Chrome, and typing it behind # which I do now ...
