The single projection number for the countries has to be implemented. There are potentially many ways to do this, below is some suggestions:

A new placeholder for the projection number that will be part of the architecture
A feature with the constant projection number for all cells
Use the projection as a threshold, making the model continue to find a population distribution that matches the projection number.
