[fs-mock] Mock should be able to mock a Windows file system. #23

I'd like the Mock function to set the _root property appropriately https://github.com/kriskowal/q-io/blob/master/fs-mock.js#L15 and q-io/fs.root() should be coordinated.

This would be useful to get some test coverage for montagejs/minit#23
