Export Models to Kubeflow Model Registry

What you would like to be added?

Trainer has implemented initializers for model and dataset, and will support model exporter in the future: #2245

It might be a good idea to support the model-registry as one of the destinations of the exporter.

Why is this needed?

By supporting the model registry as one of the destinations of the exporter, Trainer will integrate with Kubeflow ecosystem more deeply.

💯 I believe this could be great additional example of using the model registry across projects:

• show how to Register metadata of a trained model
• leverage upcoming helper methods of orchestration of storage-then-register
  • to S3 with boto3 as extra
  • to OCI as ModelCar by leveraging oci-layout

and in general it would complement bottom-up the KEP of the KF SDK led by @andreyvelich
