What would you like to be added

Update the default cilium version to a more recent version with bug fixes.
The default cilium version(1.15.4) does not even allow us to submit bug reports to cilium

Why is this needed

1.15.4 has many bugs that has been fixed in newer 1.15.X versions
I am happy to submit a PR for this.
